One other thing you could do is to run the game in compatibility mode. I don't know how to do this with AMD, but I am sure you can find that on the internet. In these options you can fps cap the game. It will automatically put you in the general tab, on the top there should be an option to change settings for a specific game. Go to the 3D graphics settings (not sure if that's exactly how it's called). You could also force the graphics card to render only 60fps in the control panel. Vsync was indeed one of them, but you already sad it didn't work for you. There are a few things you could try though to het it working.
